(a)  All publication rights shall vest in the Department of Cultural Resources following acceptance of a manuscript for publication, and the copyright to materials published by the Division shall be in the name of the Division of Archives and History.

(b)  Publication of a manuscript and payment to an author are subject to availability of funds.
